I don't think that this is something that is needed. From the perspective of a player, this would seem like a cool idea. You would feel more power over someone else when you gave them a warning. Though it's not completely necessary. As Tacos said in the beginning, you could just say in chat "Name don't <insert offense here>". It's not that difficult.
For the people who are concerned about being muted, it's mainly the muted player's fault for getting themselves muted. So they should think about what they put in chat before they type it. I don't have a whole lot of sympathy for players that say the horrible things in chat. I've seen excuses/explanations saying that "it just came out". That kind of thing doesn't really work when you have to move your hands and consciously think about what you are typing in the chat box.
Bottom line from me, I wouldn't want staff to have to worry about yet another spammable command that normal players have access to. I feel it would stress staff out more. Just don't be lazy and warn the way shown in the reporting guidelines.
